Conservatives pressure White House to support antigay amendment
http://www.advocate.com/new_news.asp?ID=11006&sd=01/16/04

Putting an emphasis squarely on discrimination against gay people rather than on their own professed "pro-marriage" agenda, far-right conservatives are calling upon President Bush to condemn same-sex marriage in next week's State of the Union address, reports The New York Times. The unprecedented $1.5 billion initiative Bush proposed this week to promote heterosexual marriage was dismissed by some antigay leaders as not as important as banning equal marriage rights for gays.

1. He'll make a mealy-mouthed Rovian statement
like this:

"...honor the institution of marriage, between one man and one woman". No explicit reference to gay marriage will be made, and the religious right will be appeased, but not fully pleased.

3. Absolutely
I think it'll be something very close to that - with a little nudge-nudge, wink-wink thrown in.
