Charter school's contract, name give Portland pause
A school board panel endorses Arthur Academy despite lingering questions

A committee will recommend the Portland School Board approve a charter for Portland Arthur Academy Neighborhood Public School tonight.

But three conditions remain unresolved: the terms of contract renewal, rent and the school's name.

Charles Arthur, a reading expert and retired teacher, started a 75-student elementary charter school a year ago in the David Douglas School District and wants to replicate it in Woodburn, in the Reynolds district in Troutdale and in Portland. Charter schools are autonomous public schools that operate on the basis of a contract or charter.

Reynolds and Woodburn have approved Arthur's applications, but Portland has raised concerns about the school.

"Neighborhood" concerns The board subcommittee also declared the school must drop "neighborhood" from its name and accept a three-year contract, rather than the five-year contract it requested.

"They want to name it a neighborhood school, and it is not; it's a charter school," Regan said.
