EPA has been overstating (lying) penalties against polluters, congressional investigators say

Accounting practices at the Environmental Protection Agency have helped mask how much the Bush administration has slashed penalties against polluters, according to congressional investigators.

A Government Accountability Office report to be released Tuesday says the agency has overstated its enforcement of environmental violations to the public and to Congress by including fines that may never be paid when it tallies penalties. ...

1. Add To That NOT Collecting FDIC Fees for Years Because Banks Weren't Failing
and not going after big corporate and personal tax cheats, and it's no wonder the deficit isn't bigger.

2. I know I'm going to get flamed for this but
This has been common practice almost since the EPA started. It isn't just George Bush. Oh, I have no doubt he's taken the practice of publishing a big fat fine in the papers then quietly getting it down to almost nothing or dropped entirely behind the scenes later, but this has unfortunately been par for the course all along.

3. Sure, there has always been some of this. But
as in everything else they have done in the last eight years, the Bush Admin has taken a very bad practice and magnified it hundreds of times over.

Yes it was done before, but not to these lofty levels.
