Moscow Mulls New Migration Laws

People living or working in Moscow, but not registered in the city, face a raft of new measures from City Hall aimed against illegal migration, including fingerprinting, Kommersant reported Thursday.

Under the proposed new laws, police would have the right to conduct random document checks, and to fine and deport illegal migrants. The draft will be submitted to the State Duma, which decides questions of migration law.

"When crime is on the rise laws must be tighter," Mayor Yury Luzhkov said earlier this week, local media reported.
