Bush Offers Initiative to Aid Mentally Ill

President Bush marked the 13th anniversary yesterday of the Americans With Disabilities Act with a name change that reflects his efforts to promote equality for people suffering from mental illness.

Bush changed the name of the President's Committee on Mental Retardation to the President's Committee for People with Intellectual Disabilities the same week that a commission he created recommended a campaign to bring the mentally ill more into the mainstream.

"With changes in old ways of thinking, the development of new technologies and the federal government's firm commitment to equality, more and more people with disabilities continue to become full participants in the American life," Bush said in his radio broadcast yesterday. (snip)

(snip) "There is much more we can do to assure that Americans with disabilities are treated with dignity and respect," Bush said. Bush's New Freedom Initiative seeks to improve transportation for disabled workers; encourage private companies to develop technologies to help them do their jobs; and assist community groups and houses of worship in improving access to their facilities. Mentally retarded people have below "normal" mental capacities. Mentally ill peple can have genius IQs - it's just that they also have disfunctional conditions such as bi-polar affective disorder, clinical depression, schizophrenia, sociopathy (lack of conscience or sense of good and evil), pedophelia, etc. You know, like a grown man who goes around covering up nude female statues with big blue curtains. This article confuses the two. But it imeans to refer to mental retardation.

The article states part of the new approach is to encourage the mentally retarded to have more active social lives, including dating. Here's the problem - and I have heard this directly from parents of adult retarded men and women - the retarded often have regular sex drives and enjoy sexual activity - probably the most pleasurable activity they've ever experienced. HOWEVER, they are usually unable to understand the need for protection from sexually transmitted diseases and also lack the impulse control to use protection. Now let us discuss pregnancy - some social workers encourage retarded women to keep their babies -and sexually active retarded women can/do have multiple children - and run parenting workshops for them. I see it as social workers increasing the population of people who require their services. How fair is it to a child who may be born with a normal IQ to be raised by a retarded woman? How safe is it?

Since the far right is opposed to pre-marital sex, birth control, and abortion, what do they think will happen if the retarded "date". Oh, now I remember, we'll tell them "Just say no."

The only time Bush wants either a new initiative or to change an existing program it's because he's found a way to get his cronies a place in between the revenue stream (taxpayer money) and the actual delivery of a service. That way they can tap into a HUGE stream of money and siphon out a bunch of it.
