Bush's homeland security setup faces ax

WASHINGTON - President-elect Barack Obama is preparing to scrap the way President Bush oversaw domestic security in the White House and name a former Central Intelligence Agency official to coordinate counterterrorism, people close to the transition said Wednesday.

The plan being discussed would eliminate the independent homeland security adviser’s office and assign those duties to the National Security Council to streamline sometimes overlapping functions. A deputy national security adviser would be charged with overseeing the effort to guard against terrorism and to respond to natural disasters.

Democrats close to the transition said Mr. Obama’s choice for that job was John O. Brennan, a longtime C.I.A. veteran who was the front-runner to head the spy agency until withdrawing in November amid criticism of his views on interrogation and detention policies. His appointment would not require Senate confirmation.

Mr. Obama has made no final decision about how to structure domestic security in his White House, and advisers plan to wait until his inauguration to conduct a formal review. But many key advisers have publicly advocated folding it into the National Security Council, and those involved in discussions said the only real questions appeared to be how to do that and how to explain it without looking like domestic security was being downgraded as a priority.

FEMA needs to stand alone again.

Where is James Lee Witt? We need him to come in and rebuild FEMA so that it actually HELPS people in natural disasters and doesn't send money to Jeb Bush's cronies in Florida in areas unaffected by hurricanes in election years, or offer formaldehyde-laced trailers for disaster victims.


The Coast Guard and the Border Patrol should be restructured, strengthened, and function under their own leadership instead of being folded into a bloated behemoth of Michael Chertoff's imagination.


And, rip out the strip-scanning X-ray machines that so debase the dignity of airline passengers, and, instead, start checking every piece of F*#$ing luggage/cargo that goes into the plane's hold.



Where will Chertoff be going in a couple weeks? George W. Bush just named Chertoff to a five-year term on the Holocaust Memorial Council, along with good buddies chief of staff Joshua B. Bolten, Attorney General Michael B. Mukasey and top Republican donor Sanford Gottesman.



Meanwhile, the people of Brownsville, Texas will be having their own celebration:


Brownsville prepares to celebrate Chertoff's departure

BROWNSVILLE -- Border communities from Tucson, Ariz., to Brownsville on Saturday plan to celebrate the end of Michael Chertoff's term as U.S. homeland security secretary with piñatas, music and a retirement cake.

There's only one catch: Chertoff isn't invited.

Some of the secretary's most vocal critics intend to gather at Brownsville's Galeria 409, just a few yards from where the border fence is to be constructed, to commemorate what they consider Chertoff's disastrous tenure.

"This is not a protest disguised as a party - this is a party," said Scott Nicol, of the No Border Wall Coalition. "Chertoff has only been secretary for three years but he has managed to do a tremendous amount of damage. Texas will be glad to see him gone, and it can't come soon enough."

A group in El Paso also plans to host a Chertoff send-off party Saturday that is slated to include games of border-fence limbo.

But before groups celebrate Chertoff's departure, the U.S. Department of Homeland Security will begin preparing for the fence's construction in Brownsville.
