Federal court blocks elections in 17 (Boston) districts, orders new lines

BOSTON (AP) A federal appeals court has barred the state from holding elections this fall in 17 House districts in Boston, saying the redistricting map approved by lawmakers in 2001 deprived black voters of their constitutional rights.

The three-judge panel ordered lawmakers to prepare and submit a new plan within six weeks.

In their ruling, the judges found the redistricting plan deprives black voters of the rights guaranteed them under the federal Voting Rights Act, specifically the right of equal opportunity ''to participate in the political process and to elect representatives of their choice.''
