The Taliban in Afghanistan has issued a book laying down a code of conduct for its fighters.

Al Jazeera has obtained a copy of the book, which further indicates that Mullah Omar, the movement's leader, wants to centralise its operations.

The book, with 13 chapters and 67 articles, lays out what one of the most secretive organisations in the world today, can and cannot do. It talks of limiting suicide attacks, avoiding civilian casualties and winning the battle for the hearts and minds of the local civilian population.

Al Jazeera's James Bays, reporting from the capital, Kabul, said every fighter is being issued the pocket book entitled "The Islamic Emirate of Afghanistan Rules for Mujahideen". The book sheds considerable light on the structure, organisation and aims of the group, he said.

#4...Since it is the MEN who are having "impure sexual thoughts when they see a woman."..Lock up the MEN and don't let them wonder around having bad thoughts about women.
Since men cannot be trusted to contain their sinful thoughts on their own they should not be allowed to move around freely and can only come out in the company of an older adult female relative.
#5..... Stop forcing women to boil slowly to death in that terrible heat covered from head to toe in black..if black is so dang good, why don't the MEN who claim to be so damned tough wear the black and let women who are much more delicate wear the much cooler white....duh.
#6.... Since it is the MEN that are running around murdering people and causing all the wars it is past time that men had to stay home, cook the meals, clean the houses and take care of the kids.
They have made too big a mess of the world already and it's time for it to STOP already. You don't see women doing all that raping and murdering and sinning with their thoughts and eyeballs hanging out...its the men. Deal with the men then and let the women clean up the mess you left in the world just as we have always had to clean up after the messes and mistakes you men make.

#10......Who the hell are YOU to decide who lives or dies? If your God is so damned WEAK he can't kill people for himself..you are admitting he is a piss poor God.
#11......Try spending all that money you are now wasting on bullets and bombs and feed your people, house your homeless and heal your sick.

#12......These new rules apply equally to the Taliban of ANY religion and ANY nation.

Did they submit the articles to Geneva?

It's a bit of a vague suggestion. For starters, who's 'someone'?

Why would the taliban hand out books? why wouldn't they just have the mullahs give a "sermon" on what they want done. It is much more in line with a no paper trail type of system they use. Giving out little books makes about as much sense as giving out armbands. Not very smart if you are trying to keep a low profile. Plus, what is stop someone from printing their own version of "code of conduct" and creating confusion or creating a false narritive. This sounds like anti insurgancy type of stuff brought to by any alphabet soup organization of your choosing.
