Court upholds CIA contractor's detainee abuse conviction

WASHINGTON — A federal appeals court has upheld the conviction of David Passaro, the first US civilian found guilty of abusing a detainee in Afghanistan, according to a copy of the ruling obtained by AFP Tuesday.

A three-judge panel from the Fourth US Circuit Court of Appeals in Richmond, Virginia on Monday found that, contrary to Passaro's argument, federal courts have jurisdiction over assaults committed by US citizens abroad in countries where the United States conducts military missions.

The panel also ordered a new sentencing due to "sentencing errors" that landed Passaro a prison term of eight years and four months, longer than suggested by federal guidelines.

A CIA civilian contractor, Passaro was convicted in the southeastern state of North Carolina in 2006 for having hit Afghan detainee Abdul Wali with a flashlight and kicked him in the groin during a marathon 48-hour "interrogation." Wali died from his injuries.

When the time comes. I'm only saying. And yes, he'd jump the line by getting to dog. I just want him to feel karma sooner than later.

Maybe you should suggest to karma that he come back as something more reviled, like maybe a rat or a spider... Yeah, a spider in a Garfield cartoon. "Whack!"

I think CIA guy gets that, too. He would never treat a dog the way he ultimately murdered his prisoner.

In the OP, I forgot to mention the part about karma narrowing it down to being one of Michael Vick's former dogs or perhaps a dog in someplace like Korea. I didn't want to tell karma what to do. You know how that goes. And then you made me do it. ;-)

So the CIA can 'honestly' tell Congress "We don't do things like that".
This is why congress is always saying they need to ask the CIA "the right questions" otherwise the CIA greases out under direct fire.

10. Does anyone know if this guy worked for CACI, DynCorp, Halliburton or Brown and Root?
No mention in the article, just "CIA civilian contractor". As a civilian contractor, he had to be working under another company, otherwise he's just a CIA contractor or employee.
