Insane Killer Escapes During Mental Institution's Field Trip

Police are searching for killer committed to a mental institution after he escaped during a field trip to the Spokane County Interstate Fair.

Spokane County sheriff's Sgt. Dave Reagan says 57-year-old Phillip Arnold Paul was last seen Thursday morning in the northeast part of the fairgrounds.

The sheriff's office told KXLY in Spokane that they were "dismayed" that the Eastern State's Hospital didn't notify authorities for more than an hour and a half after they knew he was missing.

"It appears now there was a two hour lapse from the point he disappeared from his attendant to the sheriff's office was notified of his escape and obviously that's a concern to us," Sgt. Reagan told KXLY. "We're concerned that we were not aware that people of his criminal history were being brought to the fair for day trips. As a courtesy we would have liked to have been notified ahead of time."

In 1987, Paul slashed an elderly woman's throat in Sunnyside in 1987, soaked her body in gasoline to throw off search dogs and buried the remains in her flower garden.....

like he did? And how in THE FUCK do you get let out for a "field trip" when you've been involuntarily committed in lieu of serving the much-deserved prison sentence you somehow managed to worm out of???

5. If what is described is true
He does not meet the legal definition for eligibility for NGRI. A truly schizophrenic person might have a lot of reasons to soak a body in gasoline before burial other than to evade detection, though. I know nothing about the case, but offhand I trust the folks who do the sanity evaluations more than I trust the reporter to report the facts of the case accurately.

It's practically impossible for a layman to fake schizophrenia, unless there's some serious incompetence on the part of the evaluator, the court or both.

He then proceeded to lie to the whole world, insisting that Iraq was going to blow the US off the map if we did not launch a pre-emptive attack against Iraq. Hundreds of thousand, maybe even over a million, mostly innocent bystanders were killed in the war on Iraq. Bu*h did not even go to trial, is extremely wealthy, is walking around as free as bird, and is actually going to have a library named after him.

I guess one answer is that, due to corruption and/or lack of oversight, justice and other institutional systems often fail in a big way.

"Reagan wrote that Eastern State staff believe Paul poses little danger unless he remains at large more than 48 hours, at which point his medication would wear off and he could become violent if confronted.

This indicates that the escapee had some sort of severe mental condition that can only be controlled by Medication. On medication NOT a problem, off his meds he can become violent.

Side note: People who can NOT control their violence to the level that when they do an act of violence intent is absent (No Intent, no crime) can subsequently to the violent act realize that the act was bad and try to cover it up (and also seek help). I can see the someone killing a person in an unprovoked rage and subsequent seeing what he or she had done and then try to cover it up afterward.

Remember insanity is a LEGAL DEFINITION, it is NOT a Psychological definition. Insanity is the absence of intent. If a five year old kills someone, the courts will rule that the five year old did NOT have the maturity to form an intent to kill and thus the killing was NOT a crime (The historical test for insanity is does the person who did the crime have the intent that can be formed by a typical 14 year old?).

The test for insanity has been changed in most states BUT the Federal Courts have ruled that if a person is suffering from mental disorder to a degree that it is impossible for such a person to form any form of intent that person can NOT be convicted of a crime (This affects those states that either "abolished" the insanity defense or made the test so hard that the defense was for all purposes abolished). Yes, a person can be insane at the time of the crime (in this case Murder) and afterward be sane enough to cover up the crime (In fact if a person is insane at the time of his or her trial, the case can NOT proceed, if the defendant can NOT help his defense do to his or her mental restrictions then the trial has to be continued till such time as the defendant is able to help in her or his defense).

Spokane is famous for making stupid mistakes like this. This is the place where parking garages are built that make one person rich and the city poor. This is the place where the cops used to take young boys out of the boys ranch for "special" visits. This is the place where a serial rapist was allowed to go on for years because he was from a prominent family and the cops could not catch him in the act. This is the place where industry blocks access to the river. This is the place where they make streets one way so that traffic will flow more freely at 35 miles an hour. I could go on, but I think you get the point...

It was the second escape for Paul. In 1991, he walked away from custody during a day trip in Medical Lake and was captured at Fishtrap on the western Spokane County line. He attacked a sheriff's deputy in the jail booking area, knocking him unconscious and separating his shoulder, and was convicted of first-degree escape and second-degree assault.

found not guilty by reason of insanity. Field trips? The hospital took a whole bunch of patients, this guy among them, on a field trip, apparently with minimal supervision, since he was able to escape.
And now he is running around? It isn't even the first time he escaped- last time he escaped, he assaulted a deputy sheriff. And the hospital is taking him on field trips?
Boggles the mind.

As his history while under treatment. According to the articles provided, he has medication by injection, which generally isn't a good sign. His brother said he injured four guards at the institution at some point, and then there was the earlier escape attempt and the assault on the deputy.

One wonders.

It's worth noting that most schizophrenics aren't violent, but this man does seem to have a history of considerable violence and non-compliance.

On the other hand, he was up for release in 2003 and his application was rejected, so maybe this episode will prevent him from being released, which would be a good thing. If the staff let him go on such a trip they likely would be supportive of his next application. I hope they recover him without further injury to anyone. Insanity is real, and even though he murdered someone he shouldn't be jailed or executed, but I very much doubt that this is someone who can ever be safely released.

The circumstances of being subject to a widespread manhunt are acutely stressful, which isn't likely to help his mental condition. I hope this story does not have a dire ending.

With a helicopter overhead and dozens of federal, state and local law enforcement officers swarming around Goldendale, Phillip Arnold Paul, 47, seemed ready to surrender when he walked out to the Goldendale-Bickleton road about 22 miles east of town shortly after 4 p.m., just as search personnel arrived at the scene, Klickitat County Sheriff Rick McComas told The Associated Press.

Spokane County sheriff's Capt. Dave Reagan said Paul was preparing to hitchhike. But McComas said Paul offered no resistance as he turned himself in. "He came out of the brush, onto the roadway, as law enforcement officers were going by," McComas said. "His intent was to voluntarily give himself up because he knew we were going to find him."

The sheriff said he didn't know how Paul reached the area, adding the information that he might be nearby came from authorities in Spokane. Authorities have offered no clues as to what Paul was doing in the Goldendale area or where he may have been headed....
