Owosso gunman ruled incompetent to stand trial

A judge has declared a man accused of fatally shooting two people, including an anti-abortion activist, incompetent to stand trial.
Shiawassee County District Judge Terrance Dignan, citing a written opinion by the state Center for Forensic Psychiatry, said Harlan Drake could attain competence to stand trial if provided treatment.
Prosecutor Randy Colbry tells WNEM-TV that Drake was placed into the custody of the state Department of Mental Health to undergo treatment.
The 33-year-old Drake, of Owosso, is charged in the Sept. 11 deaths of 63-year-old James Pouillon and 61-year-old Mike Fuoss. Pouillon, who was gunned down near Owosso High School, protested abortion for years in the community about 70 miles northwest of Detroit. Authorities say Drake held a grudge against Fuoss, who once employed his mother.
