Clinton warns hackers of consequences

US Secretary of State Hillary Rodham Clinton Thursday warned there would be consequences for hackers after a series of cyber attacks on US internet firms, including search giant Google.

'Countries or individuals that engage in cyber attacks should face consequences and international condemnation,' Clinton said in a speech on internet freedom in Washington.

Google last week said the company was reviewing its operations in China following 'a highly sophisticated and targeted attack on our corporate infrastructure originating from China' last month and attempts by the Chinese government to limit free speech on the web.

Some 33 other US firms were also subject to similar cyber attacks.

In the mid-1970s, Inslaw developed for the United States Department of Justice a highly efficient, people-tracking, software program known as: Prosecutor's Management Information System (Promis). Inslaw's principal owners, William Anthony Hamilton and his wife, Nancy Burke Hamilton, later sued the United States Government (acting as principal to the Department of Justice) for not complying with the terms of the Promis contract and for refusing to pay for an enhanced version of Promis once delivered. This allegation of software piracy led to three trials in separate federal courts and two congressional hearings.

During ensuing investigations, the Department of Justice was accused of deliberately attempting to drive Inslaw into Chapter 7 liquidation; and of distributing and selling stolen software for covert intelligence operations of foreign governments such as Canada, Israel, Singapore, Iraq, Egypt, and Jordan; and of becoming directly involved in murder.

Later developments implied that derivative versions of Enhanced Promis sold on the black market may have become the high-tech tools of worldwide terrorists such as OSAMA BIN LADEN and international money launderers and thieves.

WASHINGTON — Secretary of State Hillary Rodham Clinton on Thursday urged China to investigate cyber intrusions that led search engine Google to threaten to pull out of that country - and challenged Beijing to openly publish its findings.

"Countries that restrict free access to information or violate the basic rights of Internet users risk walling themselves off from the progress of the next century," she said, adding that the U.S. and China "have different views on this issue, and we intend to address those differences candidly and consistently."

Clinton made her remarks in a wide-ranging speech about Internet freedom and its place in U.S. foreign policy. "Some countries have erected electronic barriers that prevent their people from accessing portions of the world's networks," she said.

"We look to Chinese authorities to conduct a thorough review of the cyber intrusions that led Google to make its announcement," she said, referring to Google's recent statement that it is reconsidering its business operations in China. "We also look for that investigation and its results to be transparent."
