Questions raised about fees lawyer has collected from Sept. 11 charity

NEW YORK -- A lawyer for a Sept. 11 charity that has raised nearly $2 million has received more than $500,000 in legal fees while doling out just $73,000 to potential recipients, a published report said.

The lawyer, William Kelly, has helped raise money for the Bravest Fund, a charity that collects proceeds from the use of an iconic photograph showing three firefighters raising a flag at ground zero after the 2001 attacks.

Kelly collects licensing fees and royalty payments for use of the image, which has been featured on leather jackets, wristwatches, T-shirts and other items. He also sues anyone who uses the photograph without permission.

Kelly's work has helped raise $1,969,369 for the Bravest Fund and a charity set up by The Record, of Hackensack, N.J. The Record is entitled to half the proceeds from the photograph, which was taken by one of its photographers
