(California) Deep cuts likely in updated state budget

The state budget crisis has been quiet for the past few months but will return to center stage this week as Gov. Arnold Schwarzenegger prepares to belt out some bad news.

The governor is scheduled to release an updated budget plan Friday that will probably include even deeper cuts than those he proposed in January, when he called for reductions in health and human services, prisons, education and state worker pay, among other areas.

Unexpected gains in state revenues that leaders hoped would significantly cut the deficit evaporated in the last few weeks. State Controller John Chiang reported Friday that revenues coming into state coffers from personal and corporate taxes fell $3.6 billion short of what was projected in April, the month when the bulk of revenues are collected.

That means the state's budget deficit, which started the year at $20 billion and dipped to about $18.6 billion after some midyear actions by the Legislature, could exceed the original estimate.

Yikes. The dysfunctional (or should i say replace the "nc" with "ck") state of California is gonna screw over all the non-wealthy people with its inability to pass budgets on time and manage money.

6. Well that's NOT going to happen
but thanks for that advice otherwise Californians would be completely devoid of any ideas!

If commercial property was excluded from Prop 13 it would help but that will take a constitutional amendment. It was tried a few years ago & the corporate masters managed to scare the hell out w/ the sky high property tax boogieman. So that needs to be fixed.

Oil severance tax would also be a tremendous boost in revenues.

An income tax increase to '89 levels (10%) for the millionaires would also be a welcomed boost.

9. Right now there's a proposed oil tax in CA, Assembly Bill 656

This bill would impose an oil and gas severance tax on and after
January 1, 2010, upon any producer for the privilege of severing oil
or gas from the earth or water in this state for sale, transport,
consumption, storage, profit, or use, as provided, at a specified
rate. The tax would be administered by the State Board of
Equalization, and would be collected pursuant to the procedures set
forth in the Fee Collection Procedures Law. The bill would require
the board to deposit all tax revenues, penalties, and interest
collected pursuant to these provisions, except as specified, in the
California Higher Education Fund.
Because this bill would expand application of the Fee Collection
Procedures Law, the violation of which is a crime, it would impose a
state-mandated local program.
(3) This bill would result in a change in state taxes for the
purpose of increasing state revenues within the meaning of Section 3
of Article XIII A of the California Constitution, and thus would
require for passage the approval of 2/3 of the membership of each
house of the Legislature.
(4) The California Constitution requires the state to reimburse
local agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that no reimbursement is required by this
act for a specified reason.
(5) This bill would take effect immediately as a tax levy.
Vote: 2/3. Appropriation: yes. Fiscal committee: yes.
State-mandated local program: yes.

10. A few tweaks to Proposition 13 would be sufficient - Overturning it is not going to happen
The only real problem with it is that it is too easy to avoid reassessment on commercial property as it changes hands.

The problem is not the tax system but the way the income has been redistributed from the poor and middle classes to the extremely wealthy over the past 30 or so years.

Senate: 25 Democrats - 13 Republicans

Assembly: 49 Democrats - 29 Republicans

Just as the republicans have forced Democrats to have 60 votes to pass legislation in the US Senate instead of the Constitutional simple (51) vote majority.

The republicans in the State of California have done even worse damage to democracy & majority rule by forcing minority rule, a 67% of the vote must be achieved in order for any monetary legislation to pass in California, such as necessary taxes increases, as well as the state budget.

The republicans have been holding California "hostage" for years with their narrow-minded, minority rule & ideology.

Truly disgusting!

13. US Senate
A fact check will find that Robert Byrd (D) authored the 60 vote super majority rule in the US Senate. Not sure about California, but the US does not require this majority when voting on the budget since it is a constitutional requirement that they take action on this particular agenda item.

...only have themselves to thank/blame. so they can spare us all of their hand wringing and complaining. *they* insisted we couldn't wait to get rid of davis, that it was of dire importance--and spent millions of dollars to oust him early and seat arnold.

he promised to fix the budget crisis...
...only to have his own "special election" costing us millions of dollars more. :eyes:
