Revolutionary changes in the nation's counterterrorism efforts -- including creation of a new domestic spy agency -- are among ideas receiving serious consideration from members of the commission investigating the Sept. 11 attacks.

The past two days of commission hearings, which ended Wednesday with withering staff reports on the CIA and FBI performance in combatting al Qaeda, show that panel members aren't satisfied with the current structure of the vast U.S. intelligence community but haven't decided what changes to recommend to Congress and President Bush. Their report is due July 26.

2. Could be workable, but not with the current criminals in charge
It this new spy agency replaced several agencies, or was simply a coordinating agency with no actual investigative powers, it could work. But all this current government would give us is another agency that can fight with the current agencies, keep its secrets, play macho spy games, and diffuse responsibility for any actions even further. Oh yeah, and steal more rights, but since the USA died on December 12, 2000, we can't really expect rights. Non-moronic government seems even beyond our wildest fantasies.

I miss America.

in the hands of one "intelligence czar", I'm VERY wary of this especially if it is a regime appointee.

4. Easy to do
There are plenty of underemployed Eastern Europeans with years of experience in "domestic spying". I'm sure this administration would love to have their professional assistance.

5. There are reasons that CIA & FBI are kept separate.....
But their work does need to be coordinated. Why do they always talk about creating a "czar"? It's a non-democratic word--and not very lucky, considering the fate of the last czar.

How about something like a "National Security Advisor", who can get information from both agencies & connect the dots? What an idea!
