Libya Votes in New Prime Minister Abdel-Rahim al-Keeb

Libya has named Abdel-Rahim al-Keeb as the country's new Prime Minster.

Working to quickly begin the country's new, post-Moammar Gadhafi era, Libya's interim government, the National Transitional Council, elected Keeb on Monday. Keeb, an electronics engineer from Tripoli, received 26 of 51 council votes, and will appoint the rest of his cabinet in the coming days, according to The Associated Press.

Keeb will run the country as Libya prepares for the yet-to-be scheduled general elections.

Since the conflict in Libya began, the NTC has stated that they will cede their power as soon as the revolution was over.

Abdel Rahim al-Kib (Arabic عبد الرحيم الكيب) is an electronics engineer and Libyan politician. He was named as Libya's new interim Prime Minister by the country's National Transitional Council on 31 October 2011.

Dr. Abdel Rahim al-Kib joined The University of Alabama as an Assistant Professor of Electrical Engineering in 1985 and became Professor in 1996. He has taught at The University of Tripoli, North Carolina State University, The University of Alabama, the American University of Sharjah, and recently at The Petroleum Institute in UAE. He supervised many MSc Theses and PhD Dissertations and is recipient of several teaching and research awards.

Dr. al-Kib's research in the area of Electrical Power Engineering and is an author of numerous research papers. His research was sponsored by the National Science Foundation (NSF), the Electric Power Research Institute (EPRI), the US Department of Energy (US DoE), Southern Company Services (SC), and Alabama Power Company (APCO). He has published numerous papers and research reports and a book chapter. His work on Emissions Constrained Dispatch and VoltlVar compensation on primary distribution feeders has been implemented by several companies in the US. He also served as a consultant to several industries including Alabama Power Company and Southern Company Services.

He served as a member of the Board of Directors, the Arab Science and Technology Foundation, 2001-2007, a member of the Science and Technology Panel, the Islamic Development Bank, Senior member of IEEE, Associate Editor for the IEEE Power Engineering Society Letters, 1992-2000, and the World Science and Engineering Academy and Society (WSEAS) Transactions on Power Systems, and a member of the Editorial Advisory Board of the Korean Institute of electrical Engineers (KIEE)/Society of Power Engineering, and of the Advisory Board of the International Journal of Innovations in Energy Systems and Power (IJESP).

While on leave from The University of Alabama, he spent two years (1999-2001) at the American University of Sharjah, Sharjah, United Arab Emirates. He served as the Director of the Division of Electrical, Electronics, and Computer Engineering. Together with his colleagues on the faculty, they built the Division and achieved the UAE national accreditation for it. While serving as Chair of the Electrical Engineering Department at The Petroleum Institute, he served and/or chaired a number of important committees and led the effort of development and accreditation of the electrical engineering undergraduate and graduate programs, and the PI Master of Science program. During the period 2007-09, he coordinated the PI Graduate Program and initiated and chaired the PI Graduate Council. He also coordinated the development of the PI e-Learning System to deliver PI graduate courses.

NTC official Mustafa al-Mana said 52 members of the council had been asked to choose from five remaining candidates after the withdrawal of five others, including NTC vice president Abdel Hafez Ghoka.

Among the other main candidates were interim oil minister Ali Tarhuni and Idriss Abu Fayed, former opponent of Muammar Gaddafi who had been jailed under the ousted dictator's regime, and Ali Zidan, an NTC representative in Europe.

Many had predicted Ali Tarhouni, the relatively popular and high-profile finance minister, would be chosen as premier. However, Mr Keeb beat other contenders with 26 out of 51 votes, according to the AFP news agency.

Mr Keeb is relatively low-profile even among the obscure leadership of the interim government. Officials said he previously served as the Tripoli representative to the transitional government and as a member of the stabilisation team that attempted to restore services in western Libya following the collapse of Col Muammer Gaddafi’s regime in August.

His obscurity may have helped propel him to victory among colleagues concerned about the emergence of a charismatic autocrat. But it could also further embolden the various militias that have established power bases throughout western Libya and which often decline to abide by central government decisions.

"Libya" has done no such thing. The TNC is no more "Libya" than Qaddafi was.

The people have not had a chance to speak, and although this is a seemingly somewhat reasonable approach to yet another interim government, it hasn't any legitimacy whatsoever, and certainly cannot be honestly depicted as the will of the Libyan people.

Titles mean something. Many people never see anything more than them.

Meanwhile, the armed rivalries heat up.

Hey, as long as the oil production and distribution isn't obstructed, what's the problem?

5. The 52 members of the council in all the represented areas are already more representitive...
...of Libya than Gaddafi's mob state, that's for damn sure.

Hopefully you won't react this way when the referendum happens, saying such nonsense as "NATO killed all the Libyan's" or something.

I still don't like headlines that claim that "Libya" endorses something.

Surely you agree with that, don't you?

"Libya" hasn't voted or endorsed a damned thing.

My agendum is quite clear: interfering with internal affairs of a sovereign nation should not happen unless truly cataclysmic events are in the offing. I still contend that no such peril existed.

The forthcoming events are fully the responsibility of the interventionists.

To truly honor the Libyans, one should ONLY honor those determinations made by the inhabitants themselves. Outside influence is playing a serious hand here.

7. If there is a way to give the Libyan people power, it's through the Transitional National Council.
Its stated aim is to act as an interim government and hold elections for a Public National Conference to replace it. The PNC will elect a Prime Minister and draft a constitution within 60 days which will be ratified by referendum. After that, free elections will be held for a representative government. All this is set down in the Libyan Interim Constitutional Declaration, which was drafted together with help from the UN, the US and the UK.

Qaddafi did NOT state that he was going to mow down civilians, and even offered amnesty to armed rebels who laid down their arms. After retaking Brega and Ajdabia, there were no exterminations, and these events happened before the intervention.

There were little more than a hundred deaths before the intervention, and I cannot find any reference to ANY demonstration that resulted in protester deaths that didn't have at least some armed participants or arson of public buildings, so it wasn't a case of wholesale slaughter of flower children chanting slogans.

I'm not a Qaddafi fan, and he certainly ruled with intolerance to any dissent, but he was also NOT the butcher he's often depicted to have been in such broad terms.

It's sickening and outrageous to hear interventionists continually carping on the potential "hundreds of thousands" of deaths as if they actually happened. They didn't. There was no verbal threat of them happening, and analogous events transpired with nothing of the sort happening.

Now, we have REAL deaths. We have real ethnic cleansing of blacks. We have all sorts of scores that may or may not be settled.

My principal frustration remains the violation of national sovereignty, the OBVIOUS cynical resource grab, and the sheer imperial illegality of the whole affair.

Balancing REAL deaths with hypothetical ones is sheer arrogance.

They have not had time to implement a nationwide vote.. this is best they can do under the circumstances. Furthermore the man sounds very impressive and clearly not some lunatic islamist fundy who hates America.

Abdurraheem el-Keib, a dual U.S.-Libyan citizen, was chosen by members of the Transitional National Council who deposited ballots into a transparent box. The televised session was a stark sign of the change from the 42-year dictatorship of Moammar Gaddafi.
