Milwaukee Journal SentinelA group of protesters who where issued tickets for waving signs inside the Capitol are challenging the administrative rule prohibiting banners and signs in state buildings in a lawsuit they filed Friday.
The suit by the six protesters argues the ban is unconstitutional and violates the First Amendment, according to a story posted by Wisconsin State Journal. Though each of the plaintiffs was ticketed in March, the citations were later dropped by prosecutors, the story said. State administrative rules call for fines of up to $500 for displaying a sign in a state building without written permission of the Department of Administration, the paper said.
"In all cases the signs were examples of the pure expression of political ideas," Madison lawyer Jeff Scott Olson wrote in the lawsuit. "For example, several signs that led to citations simply contained (the) words of the free speech provision of the Wisconsin Constitution."
