Spain's new prime minister praises Mexico for balking at Iraq war

MEXICO CITY - Spain's new Prime Minister Jose Luis Rodriguez Zapatero on Thursday praised Mexico's "bravery" in refusing to back the U.S.-led invasion of Iraq.

He said that use of force "has to be of an absolutely exceptional nature after all routes of negotiation have been exhausted" and he said it "should count on the total support of the United Nations."
Zapatero also noted that Mexico had resisted heavy pressure - he did not mention the United States by name - to support U.N. measures authorizing force in Iraq.
"The bravery of Mexico has been praiseworthy" because of its "determination not to accept that the routes to a peaceful solution were exhausted."
