(08-11) 14:40 PDT JEFFERSON CITY, Mo. (AP) --

An Amtrak conductor has been suspended without pay for telling his train passengers that they should vote against Democratic presidential candidate John Kerry.

Conductor Leslie Farr, who is also a Republican congressional candidate, was on a Kansas City-to-St. Louis train that was delayed to allow Kerry's campaign train to leave St. Louis and head to a Jefferson City rally.

Farr told The Associated Press that he used the train's public address system to tell passengers they would be delayed because of Kerry's train and then quipped that they should vote accordingly in November.

WASHINGTON (Reuters) - A U.S. House of Representatives subcommittee proposed on Thursday to slash subsidies for the Amtrak passenger railroad next year but approved a 3 percent increase in highway spending, to $34.6 billion.

The appropriations subcommittee on transportation and treasury approved $900 million in funding for the nation's only city-to-city passenger railroad, the same amount recommended by the Bush administration for the fiscal year beginning Oct. 1.

Amtrak, which received just over $1.2 billion this year, has said the $900 million figure would force a shutdown.
