WASHINGTON -- A giant program to modernize the Army with futuristic weapons -- one of the costliest programs in the history of the U.S. military -- is being managed by a private contractor.

The responsibility to ensure that the ambitious project to equip next decade's Army with a new fleet of satellite-linked manned and unmanned ground and air vehicles moves from the drawing board to the assembly line has been contracted out to Chicago-based Boeing Co.

The results, so far, have not been promising. Until a recent restructuring that gives Boeing an even larger role in managing the program, called the Future Combat System, the Army itself gave it only a 28 percent chance of success.

Last month Bush named Francis J. Harvey, vice chairman of federal contractor Duratek Inc., to be his new Army secretary. Harvey has spent his entire business career as an executive of three major federal contractors and has served on the boards of three companies controlled by the Carlyle Group, a private investment firm with large defense industry holdings and close ties to the Bush family.

I got layed off after 3 years as a rework specialist,.. the guy who fix's everybody's fuck up.. replacing and rebuilding improperly constructed and damaged boards.. so that automatically makes me the best technician.. i also did more work than everybody else..2.5 times more work..without an error in several years, when i could do my own work..

so i had no "H" factor, rework does no accrue "H"factor, or how fast you put stuff together relative to how hard they say it is. They say you should be able to build something in 2.4 hours.. but that doesn't involve acquiring, reading work instructions, acquiring bonding/chemicals/special certified tools..etc.. so if you have an "H" factor of 6X the H factor you are doing really good.. i had an H factor of 2X. I also did redesigned boards that sometimes had height requirements within 0.0002inches over the added height of the stacked parts.
anyway while i am resurrecting damaged boards worth $80,000 to $250,000 every day for them while making $8 and hour-and they billed themselves a deductible 60 dollars and hour.. and saving their contracts and developing the work instructions and doing quality control and systems analysis their training and on all the bad parts they made us put on the boards.. I was not accruing a formula of the H factor.. so i got layed off hour having the lowest production..

Boeing is the most lame and mean spirited management i have ever encountered in my entire life.. i am surprised they get anything done at all.. they made record profits one year in double digits and screwed me out of my $1.82 an hour raise as described in the job discription when i was hired. they also denied me transfer to better paying positions because i was indespensible. :shrug:
