The President is too busy to call, Spain told
The Times
From Roland Watson in Washington and Edward Owen in Madrid

PRESIDENT BUSH has delivered a calculated snub to José Luis Rodríguez Zapatero, Spain’s Socialist Prime Minister, plunging Washington’s links with Madrid to a new low.

Señor Zapatero dashed off a congratulatory telegram to Mr Bush after his re-election last week, but he is one of the few world leaders not to have received a reply.

Worse, Mr Bush has just entertained his first post-election overseas visitor — José María Aznar, the conservative former Spanish Prime Minister, who was ousted by Señor Zapatero in the election that came after the al-Qaeda Madrid train bombings in March.

Along with Tony Blair, who visits the White House today, Señor Aznar was one of Mr Bush’s key allies in the Iraq war. One of Señor Zapatero’s first acts as Prime Minister was to announce the withdrawal of Spanish troops from Iraq.
