Nevada controller impeached
She's accused of running re-election on state time

CARSON CITY, Nev. — The state Assembly impeached Nevada Controller Kathy Augustine on Thursday for using her office workers and equipment to help with her 2002 re-election — on state time.

In a one-year period leading up to her 2002 re-election, Augustine "literally ran her campaign headquarters out of the Nevada State Capitol," Gardner said, adding that employees who didn't help her "were berated, belittled and ultimately shunned from Kathy Augustine's inner circle."

Former executive assistant Jennifer Normington said Augustine knew the work was done on state time — something the controller has denied — because she often was told in the morning at Augustine's office to have speeches and other campaign material ready later in the day.

When another worker refused to do campaign work, Normington said Augustine "started yelling and throwing things around the office" and said she wanted to fire the worker. Based on that event, Normington said she knew "I would be fired in a heartbeat if I did not comply with Kathy's demands."

Gov. Kenny Guinn called the special session to determine whether Augustine should be removed from office or given some lesser penalty. The session was ordered after Augustine rejected requests by Guinn, U.S. Sen. John Ensign and other Republican leaders to quit rather than face the impeachment.

Republican state Controller Kathy Augustine said she will spend the next four years further streamlining the office and collecting bad debts if re-elected.

Augustine, a former lawmaker elected controller in 1998, said she has overseen the successful implementation of a new computer system that has improved the efficiency of the office and state agencies and has made collection of debts a priority. "The integrated financial system is a five-year project, and we're six months ahead of schedule," said Augustine, who has a bachelor's degree in political science from Occidental College in Los Angeles and a master's degree in public administration from California State University at Long Beach.

Through the efforts of her office, Augustine said more than $1.1 million in debts owed to the state from individuals and businesses has been collected. The financial system installed during her tenure has helped make the collections possible by identifying money owed to one agency by a business or individual seeking state services in another agency, she said. Augustine said her office has saved about $450,000 from her budget over the past two years, returning the unspent funds to help offset the state's budget problems.

The two major party candidates have sparred in the campaign over their travels. Lee criticized a trip Augustine took to Taiwan, which she said was paid for by the Taiwanese government, not state taxpayers. She in turn criticized him for trips to various U.S. locations, which he has defended as necessary in serving on the Legislature's Committee on High-Level Radioactive Waste.
