US states defy Bush over greenhouse gases

Individual American states are putting together a system to cap and trade greenhouse gas emissions, despite the Bush administration's opposition to the Kyoto protocol on global warming. Such a measure was backed by John Kerry during the recent election campaign.

The regional-level initiative, led by the Republican governor of New York, George Pataki, aims to be able to announce the details of a scheme by April next year. Nine north-eastern and mid-Atlantic states are taking part, with several other states and some Canadian provinces involved as "observers" in the process.

The scheme could even link up with the emissions controls and trading system being established by the EU next year, allowing emission allowances to be traded across the Atlantic. It is understood that informal talks have already taken place between environmental officials of the US states and their European Commission counterparts.

The development will prove a major embarrassment to the Bush government, which provoked an international outcry in 2001 by pulling out of the 1997 Kyoto climate control treaty. Many believe that the Bush administration had hoped to kill off Kyoto by opposing it. However the recent decision by Russia to sign up has meant that the treaty has been saved.

it seems at least some states are concerned with the wellfare of its population--we know that the WH is NOT!!

It is the immoral positon of the WH that is a shame!!

3. The states will get mad at things the feds do and should.
I keep thinking we all may reach the education level of Ak and Tex. I think they run in the lower 45 level. Both Clinton and Bush kept telling us about how they felt on education. It was scary when we saw what they did in their own states.

much as possible. Let the red states remain an armed fortress unto themselves with Bush as their leader. Let the Blue states symbolically secede.

Edit,

We have the world's fifth largest ecomomy here in California. That could possibly be bigger than all the red states combined. What would happen if Arnold went shopping in the EU for trade partners?

7. New Idea.... State Responsibility
Very cool - perhaps an interesting pheonomenon is underway in American government whereby states and coalitions of states begin to pass legislation and get involved where the federal government. It's like states rights turned on its head - instead of thats a state issued, dont legislate, it's if you dont legislate we'll take matters into our own hands - hence "state responsibility"

Whether this or outgrowth of actions would run afoul of the constitutional separation of state and federal powers remains to be seen, but this seems like a great way to bring power into the states.
