Filibusters and fair play
http://www.sfgate.com/cgi-bin/article.cgi?file=/chronicle/archive/2005/03/14/EDGT0ARPVC1.DTL

SENATE MAJORITY Leader Bill Frist argues that the filibuster is an unfair and perhaps unconstitutional way to block judicial nominees. He and other Republican senators are threatening to rewrite the rules to prohibit the practice.

It is important to remember that the source of this conflict is the handful of ideological extremists that President Bush insists on nominating to the federal judiciary.

The outnumbered Democrats responded with filibusters, exploiting the Senate rule that allows debate to continue -- thus, preventing final action -- unless 60 senators vote to cut off debate.
