2. It seemed to work OK during the Clinton years.......
when James Lee Witt was at the helm, but then came the bush cronyism and the rest, as they say, is history. Unfortunately, so are many people on the Gulf Coast because of it.

3. Broken under Bush I, Fixed by Clinton, Broken Again under Bush II
Anybody see a pattern?

FEMA's response to Hurrican Andrew was terrible (Bush I). Bush I (and Reagan) had placed cronies in FEMA jobs.

Clinton vowed to fix it and he did. Hired top-notch disaster management experts and funded them. That's why the 9-11 response was so good.

Bush II came along and reverted to hiring cronies. Oh, and he defunded them too.
