WASHINGTON -- President Bush may have made the first mistake of his second term the day after he won the 2004 election.
He beamed and declared, "I earned capital in the political campaign, and I intend to spend it."
He ignored the history of tattered second-term presidencies, say the experts, and today his administration's fortunes are sinking fast.
Since Woodrow Wilson's second term was marred by his failed effort to get this country into the League of Nations and other setbacks, the final four years of American presidencies have rarely proved successful and often have ended up as embarrassments.
