...The IAEA's latest report from November says Tehran continues to live up to tightened safeguard measures it agreed to several years ago, but hasn't yet ratified, and gave agency teams access to additional sites - although not all that the IAEA wants to see.

Ahmadinejad may be unwilling to force a break, knowing this could precipitate U.N. sanctions from Security Council holdouts like China, which worries about IAEA probes into its own role in the nuclear trade.

Instead, Ahmadinejad may hope to stir up enough Western anger to let him portray any U.N. showdown as a result of western bullying, not his own rogue moves...

The Western response has to be canny and calculating - and avoid anything that undercuts the IAEA's still-significant ability to get its nose into Iran's nuclear business...
