A reasonable argument can be made that in the 32 years since the Watergate scandal and the resignation of President Richard Nixon, Congress has chipped away at executive branch authority. It's also indisputable that Congress often passes sloppy laws.
Nevertheless, with each new announcement by President Bush that he will refuse to honor parts of acts passed by Congress even as he signs them into law, it becomes more obvious that this White House is after something more sweeping and less innocent than reclaiming lost authority or cleaning up bills. Instead, the goal of the “signing statement” strategy appears to be establishing the equivalent of a presidential line-item veto on policy questions.
