Bush kicks sand at Senate

You would think with his popularity in the ditch, President Bush would want to work with Congress and make nice.
You'd be wrong, judging by his move Wednesday to bypass the advise-and-consent role of the Senate and slip three controversial nominees into jobs during a recess. Who are the lucky three? Sam Fox, a developer who gave $50,000 to the Swift Boat Veterans for Truth and now gets to be ambassador to Belgium; Andrew Biggs, who stumped for privatizing Social Security and now gets to be deputy commissioner of Social Security; and Susan Dudley, an academic who moves into an obscure-sounding post that is anything but. She'll run the Office of Information and Regulatory Affairs at the Office of Management Budget. Sound dull? Hardly. She'll be the regulatory czarina overseeing rules on everything from smog and mining to wetlands and work.
An imperial attitude toward Congress is nothing new for this president, but even so this example is hard to swallow. So much for advise and consent.
