UN probes 'abuse' in Ivory Coast
http://news.bbc.co.uk/2/hi/africa/6909664.stm

The United Nations is investigating allegations of widespread sexual abuse and exploitation by peacekeepers serving in Ivory Coast.
The UN said a unit of its contingent in Bouake, a northern rebel stronghold, had been confined to base.

It would not give the nationalities of those troops under investigation.

Claims of sexual abuse have been made against UN troops on various missions, prompting ex-UN chief Kofi Annan to declare a "zero tolerance" policy.

'Utterly immoral'

"There have been crimes such as rape, paedophilia and human trafficking," he said in December 2006, shortly before leaving office.

2. The Human Rights committee (or whatever its formal name)
is more serious in dinging the UN's image, IMHO. The Oil-for-Food corruption was also worse, IMO. Those are more systemic and more top-level problems.

Ban and the Security Council aren't responsible for vetting each and every blue-helmet or controlling them so they do only proper and upright things.

Now, covering up what the soldiers do wrong, or having commanders issue orders to do wrong things, is serious. But having soldiers behave themselves badly is a given; the best you can hope for is that the problem is small, investigated, and punished.
