It'll take Superman to undo effects of Bush's Kryptonite

Looking at the calendar stirs a wistful feeling about the fleeting moments of the Bush administration. At least another year would be required to work up a credible impeachment panel.

Democrats are so consumed with the appearance of business as usual that their puny majority in Congress has neither the time nor the heart for a rigorous look at the incompetence, mismanagement and abuse of executive power that define President Bush's two terms in office.

Respected conservatives such as Bruce Fein, a legal scholar, international lawyer and former Reagan-administration official, have long argued the public must not flinch at the word impeachment. He and others see it as an investigative and disciplinary tool to right the balance of power in government.

Fein backed impeachment of former President Clinton, and he advocates it for Bush and Vice President Cheney.

"Republicans in Congress have bowed to the president's scorn for the rule of law and craving for secret government," Fein wrote in The Washington Monthly in 2006.

Impeachment implies a crisis, but the GOP learned about its improbable political effects. Clinton's popularity went up as Republicans abandoned oversight of government to inventory dress stains.

Instead of impeachment, call it a performance review.
