No Surprise: Manchin Is Running for Senate.

Gov. Joe Manchin III of West Virginia announced on Tuesday morning that, as expected, he would run in this year’s special election for the Senate seat long held by the late Robert C. Byrd. . .

Legislation signed by the governor on Monday night set up an Aug. 28 primary for the special election, with the general election scheduled for Nov. 2.
