SACRAMENTO - War and other woes have driven President Bush's pre-election standing to a record low in California, while Gov. Arnold Schwarzenegger has rebounded after breaking the budget impasse and unveiling plans to revamp state government, a poll released today shows.

The survey by the Public Policy Institute of California also shows the Democratic ticket of John Kerry and John Edwards leading Bush and Vice President Dick Cheney by 16 points among likely voters, with few undecided. The numbers reflect an increase of five points for Kerry in a month.

The poll also found that among likely voters:

- U.S. Sen. Barbara Boxer has a 17-point lead over GOP challenger Bill Jones - 53 to 36 percent.
