So they scolded Delay. And now, with the new Congress in place and beginning to organize itself, the Republican leadership is floating a proposal … to change Rule Number One. Because they have discovered that Rule Number One is too strict. And, well,
you have to admit it IS pretty strict - "a Member … of the House shall conduct himself at all times in a manner that reflects creditably…" At ALL times? Surely you should be allowed to stink up the place ONCE in a while.
And the rules are so OLD! Some date back to 1798, when the House almost kicked out a member from Vermont for spitting on another member during a vote. It's not as if DeLay spits on people.
But, you know, suppose he had to? I mean they're going to try to reform Social Security this session. You're not going to get YES votes for that playing Miss Manners. That's why men carry handkerchiefs.
