Where's the mother hugger?

On December 13, 2002 George W. Bush* said:

"There's only one person who hugs the mothers and the widows, the wives and the kids upon the death of their loved one. Others hug but having committed the troops, I've got an additional responsibility to hug and that's me and I know what it's like."

When does the mother hugging begin and why isn't GWB* being held accountable for this obvious LIE?

Surely any mother who had lost her baby boy to this chickenhawk's greedy oil war would slap him across the face if he tried to hug her.
