Significant quote: " A White House official said: "As we have said before, if other countries want to join in our efforts in Iraq, then circumstances can change."

And another benefit for Bush and the White House: "mending fences" with Canada and tossing them this bone gets the U.S. one step closer to Vicente Fox's agenda for "A Borderless America."
