Can you please define the term "Spacial Entrepreneur"?

Can you please define the term "Spacial Entrepreneur"?
During President Bush's landmark address to the American people wherein he formally introduced the Mars exploration and moon colony programs, he used the term "Spacial Entrepreneur".

Can you help me understand what that means?

Is this a concept that was totally glossed over in my MBA studies?
