International Committee of the Red Cross says US has not addressed Guantanamo concerns

The meetings came just days after some detainees' second anniversary of detention without access to lawyers. In May, 2003, the ICRC asked the US government to allow the approximately 660 detainees at Guantanamo access to legal council.

The ICRC has criticized US authorities for attempting to hold the detainees "beyond the law."
