Mexican President Vicente Fox heads to President Bush's Central Texas ranch for a two-day visit today.
His visit follows a Bush administration announcement that it may loosen plans to require US visitors from Mexico to be fingerprinted and photographed. The proposal would exempt Mexicans with laser visas when making short trips to the United States.
Asa Hutchinson, Homeland Security's undersecretary for border and transportation, said the move would be a concession to Fox.

As part of the new US-VISIT program, those people are to be fingerprinted and photographed before crossing the border starting sometime before the end of the year.
