3. It might be a vote for fiscal conservatism...
...you remember, the thing Republicans USED to be in favor of. Since the budget was sure to pass, Trent could vote his conscience with no real negative effect (to the Republicans).

I remember the heady days of the Clinton years when we actually used to have arguments about how we were going to spend our surplusses.

4. Maybe it cut funding for his latest aircraft carrier
I read once that from his front porch he can see the place where they built them, and he once commented that he likes watching "His money" at work :(
