Anzar was retiring anyways. His heir apparent was swiftly denied the prime ministership. It's a rather stunning rebuke to the conservative party, in that it took place over a week is even more shocking.

In Sunday's election the Socialists defeated the ruling Popular Party, jumping from 125 seats to 164 in the 350-member Congress of Deputies. The conservatives fell from 183 to 148.

So, this election was not just a rebuke against Aznar, but against the Popular Party as well.

I'd say that an unexpected win of the Presidency, along with a completely unexpected increase of 39 seats in Congress -- all from a Socialist Party that was widely seen as being disorganized at the least, is a pretty big deal. I'd also say it qualifies as an "ouster" of the Popular Party, and a rebuke of Aznar's foreign policy.

I already made that joke watching the news. Give that crew time. They've already defined France, our oldest ally, as a potential adversary and called it "forward thinking" (Herman Kahn's dead prick stiffened a bit at that announcement...)
