Question about the Spain timeline

Did the new Prime Minister say that he was going to withdraw troops from Iraq before or after the terrorist attacks?

Not sure about THAT specific statement ("I will withdraw troops when I'm PM") but even if he never said that before, it was at least implied.

He said that the international forces in Iraq should be under UN command. And if the UN doesn't step in, he will pull the Spain forces out of Iraq. Since Bush will never allow US forces under UN control, it is quite safe to predict that Spain's forces will be out of Iraq by the summer.
