The Defense Department had originally announced it would withhold 15 percent of payments to Halliburton subsidiary Kellogg, Brown and Root (KBR) from April 1 while final prices were negotiated.

But the withholding order, affecting an estimated 300 million dollars in payments to KBR contractors, would now be postponed for an initial 30 days, and possibly another 30 days after, Halliburton said.

Last year, while troops were at war, the president proposed slashing $1.5
billion from military family housing and tried to "roll back recent modest
increases" in bonuses paid to soldiers serving in combat zones. Meanwhile,
the president refused to extend the child tax credit to one million children
living in military and veteran families.

And this year the misleading is only getting worse. While the president
rambles on about how much he appreciates troops and veterans, Congressional
Quarterly reported on February 4th that Bush's own Secretary for Veterans
Affairs told lawmakers on Capitol Hill that the president rejected a
desperate request for $1.2 billion in funding needed for veterans' health
care. Many lawmakers said the president's decision "only proved the
administration's disinterest in supporting veterans' programs." The Veterans
of Foreign Wars issued a statement after receiving the White House's budget,
calling it "disgraceful" and saying it was a "disgrace and a sham."

MASSIVE CUTS TO MILITARY FAMILY HOUSING: Bush's 2004 budget proposes $1.5 billion in cuts to military family housing. Last year, the government spent $10.7 billion on these priorities, while this year the 2004 Bush budget and GOP bill proposes just under $9.2 billion. This cut affects military housing, barracks, child care centers, schools, hangars and office buildings. House Democrats offered an amendment to reduce the proposed tax cuts to millionaires by $5,000 (they would get $83,000 instead of $88,000) in order to restore $1 billion of these cuts. House Republicans voted it down.

MASSIVE CUTS TO SCHOOLS FOR MILITARY KIDS: President Bush's 2004 budget proposes to cut $200 million out of Impact Aid - the program that funds schools near military bases. Total funds for the military portion of the program would drop from about $635 million in the current year to about $435 million next year-a cut of more than 30 percent.

"The war may have been a mistake. Perhaps there were ways it could have been avoided," said European Affairs Minister Rocco Buttiglione in an interview published Thursday by the daily newspaper Il Messaggero.

"What is certain is that it wasn't the best thing to do," he added.

"Terrorism cannot be defeated only by the force of arms, and if we give the impression that weapons play the dominant role, we will only stir up nationalist feelings among the Arabs against us," he added.

Support the Warrior Not the War: Give Them Their Benefits!

The recent rally cry "Support Our Troops" seems to me little more than a perverted, propaganda ploy to "Support the War." But we can support our troops, without supporting the war, by rectifying some of the following conditions.

The House of Representatives have recently voted on the 2004 budget which will cut funding for veteran's health care and benefit programs by nearly $25 billion over the next ten years. It narrowly passed by a vote of 215 to 212, and came just a day after Congress passed a resolution to "Support Our Troops." How exactly does this vote support our troops? Does leaving our current and future veterans veterans without access to health care and compensation qualify as supporting them?

The Veteran's Administration, plagued by recent budget cuts, has had to resort to charging new veterans entering into its system a yearly fee of $250 in order for them to receive treatment. It is a sad irony that the very people being sent to fight the war are going to have to pay to treat the effects of it.

According to the Veteran's Administration, 28 million veterans are currently using VA benefits. Another 70 million Americans are potential candidates for such programs. This amounts to a quarter of the country's population. Veterans and their families will sadly begin finding that they have no place to turn for their medical treatment as V.A. hospitals across the country face closing their doors. With the budget shrinking, staff will be let go. This could mean the loss of over 19,000 nurses. Without these nurses, this leads to the loss of over 6.6 million outpatient visits. Approximately one out of every two veterans could lose their only source of medical care. That is, if they even realize help is available to them. The Bush Administration recently ordered V.A. medical centers to stop publicizing available benefits to veterans seeking assistance. This follows discontinued enrollments of some eligible veterans for healthcare benefits as of January, 2003.

Bush Administration funding cuts will also prevent veterans from receiving their disability pensions. My father was granted 100% disability six years ago for Post-Traumatic Stress Disorder associated with the Vietnam War. He deserves every cent of it. As do all soldiers who are willing to go to war. Under the Bush administration, being granted the ability to receive war related compensation has become a rare privilege, not a right as it should be. Nearly a third of Gulf War veterans, about 209,000 veterans, have submitted claims to to the VA for disability. The backlog of unprocessed claims has reached the astronomical count of 489,297, a number which is unfortunately increasing all of time. There are also currently 500,000 Compensation and Pension cases still pending.

Making matters worse, forty percent of Vietnam Veterans are homeless. They went from the jungles of the war to the jungles of the street. Before President Bush decided to declare war, maybe he ought to have considered correcting this situation first. How many current veterans will return home, only to find themselves in the same situation?

I have seen the effects of war written upon the face of a man who grew old at 17. I have seen it in the way he awakes from yet another night terror. I have seen it in the countless pills he has to take. They have only succeeded in erasing his memory, but the images of the war he fought are so graphic that they will never be able to stop playing themselves upon his mind.

Even I, his daughter, have not escaped unscathed. Exposure to the chemical Agent Orange has left me with several genetic problems, including growth problems and digestive ones. I fear that these current soldiers will be exposed to toxins that will not only affect them, but their future offspring as well.

And today we are told that we must "Support Our Troops." "Wear a yellow ribbon, wave your flag, support the Bush Administration's War on Terror and War on Iraq." Questioning the war is equated with deserting our troops or treason. And yet how are the warmongers supporting our troops? By eliminating their healthcare and slashing their pensions. Let us support the warrior without supporting the war.

Scott McClellan, spokesman for President Bush (news - web sites), said the White House received that and other subpoenas in January. Citing the secrecy of grand jury proceedings, he declined to say what information the other subpoenas had requested.

"Yes, we are complying fully with the request from the Department of Justice (news - web sites)," McClellan said at a news briefing in answer to a question about the Air Force One subpoena. Bush is spending the weekend at his Texas ranch.

The identity of CIA officer Valerie Plame was disclosed in a July 14 column by Robert Novak, who cited "two senior administration officials" as sources for the information.

The mercury can enter the food chain and threaten public health, especially for children and pregnant women who eat tainted fish. The Centers for Disease Control and Prevention (news - web sites) recently found that 8 percent of women of childbearing age had mercury in their blood exceeding levels deemed safe by the EPA.

warming, an environmental and human catastrophe that has only just begun.

"In the march to war, the president exaggerated the threat anyway. It was not subtle," Kennedy said. "It was pure, unadulterated fear-mongering, based on a devious strategy to convince the American people that Saddam's ability to provide nuclear weapons to Al-Qaeda justified immediate war."

Kennedy said Tenet should have rejected Vice President Dick Cheney (news - web sites)'s allegations that Saddam Hussein was gathering material for a nuclear program.

TEHRAN (Mehr News Agency) - Over the past few days, in the wake of the bombings in Karbala and the ideological disputes that delayed the signing of Iraq's interim constitution, there have been reports that U.S. forces have unloaded a large cargo of parts for constructing long-range missiles and weapons of mass destruction (WMD) in the southern ports of Iraq.

A reliable source from the Iraqi Governing Council, speaking on condition of anonymity, told the Mehr News Agency that U.S. forces, with the help of British forces stationed in southern Iraq, had made extensive efforts to conceal their actions.

He added that the cargo was unloaded during the night as attention was still focused on the aftermath of the deadly bombings in Karbala and the signing of Iraq's interim constitution.

The source said that in order to avoid suspicion, ordinary cargo ships were used to download the cargo, which consisted of weapons produced in the 1980s and 1990s.

He mentioned the fact that the United States had facilitated Iraq's WMD program during the 1980-1988 Iran-Iraq and said that some of the weapons being downloaded are similar to those weapons, although international inspectors had announced Saddam Hussein's Baath regime had destroyed all its WMD.

It's not broadband-dependent, and is clear as a bell.. Guy would have to have his computer terminal up and running to accept it.. You use your microphone and come out on the receiving computer's speakers..
