4. A little history, Q.
The United States has guaranteed Saudi sovereignty starting with FDR's administration. Therefore, "we", meaning every American government since then, shoulder responsibility for this Arabian Frankenstein. But you are right in that the Bushes, both père et fils, have a more than casual relationship with the Saudi royals. One might even say they all sleep in the same tent.
