Bush holds the key to this food, yet he creates a Catch-22 by not sending in enough troops, to which the rebels will release the food, but only when Taylor leaves. Taylor isn't leaving. 1.5 million are left to eat their pet dogs as a result.

And a reduced civilian population will make keeping them secure easier!

This whole thing smacks of a presidential TANTRUM at being forced through international pressure to intervene to stop the horrors in Liberia.
