I think the current Shiite uprising was timed to coincide
with the current troop rotation. Militarily it sounds stupid to start a major initiative while the enemy has extra troops in theatre, but like all effective guerilla forces, these guys seem to understand that the political objective is far more important than any military objective. Forcing the US to keep the troops in country that it had promised to rotate out is a big political victory for the insurgents.
