More Emergency Broadcast System tests ordered for Harris County?

More Emergency Broadcast System tests ordered for Harris County?
I have noticed that we are getting more tests of the emergency broadcast system here.....and then I noticed at the top of the screen that they have ordered weekly ones for Harris County (Houston). I wonder what's up?

vaguely-worded announcement that was made about a week ago that there was some blather being spread around about possible attacks on the oil refineries in Texas? They were very quick to say it was unsubstantiated and was only announced once or twice. Maybe that. Or maybe they're testing them because of weather problems? Wasn't there a lot of rain and flooding in Texas? Maybe it's part of the new Homeland Security Strategy, you know-look busy, make lots of noise, but really do nothing substantial?

4. Weekly tests required by FCC

I work at a tv station and we are required to receive at least two tests and transmit at least one test per week.
