This would make a great plot. A Bush-like character wins a controversial election that, even he, expected to lose. A great national tragedy occurs and the country is plunged into turmoil. The Bush-like character is seen as a great leader. 3 and half years into the Presidency the Bush-like character figures out (in some dramatic fashion) that he is not in charge, and that everything he has said and done has been the result of an elaborate circle of "information administrators." An elaborate corporate-driven conspiracy emerges.
For Drama sake - we will have the Bush-like character figure out the charade without tipping off his manipulators. Let's also have a hard working reporter who has also discovered the plot and is sending the president secret messages and working on the Presidents behalf in the media and real world. The Bush-like character will be forced to sacrafice his popularity. But finally - by clever use of his wits, (and probably lots of shooting and cool chase scenes!) - he turns the tables on the manipulators, saves face, and is re-elected.
