He said he was meeting with someone and they were talking about North Korea, and he told this person (quote) if we hadn't blown WWII we wouldn't be having this conversation. (end quote) Did I hear that right? I swear I think that is what he said.

He was talking with Japanese Prime Minister Junichiro Koizumi; his implication was that if we'd been an imperialist nation after WWII, or conversely had not demanded the unconditional surrender of Japan, we'd not have a democratic Japan with which to cooperate in countering North Korea.

My immediate thought was that the decision to fight japan and demand Japan's unconditional surrender, and the decision not to make it a vassal state thereafter, were made by Democrat Presidents Franklin Roosevelt and Harry Truman.

And that President Vacation is no Truman ("the buck stops here") and no Roosevelt ("we have nothing to fear but fear itself").

I think you could twist this enough to make it true or at least understandable, but this is some more bizarre construction. The G8 summit was in July.
