Who was really behind those budget cuts in the 1990s? And what factors

Who was really behind those budget cuts in the 1990s? And what factors
really hampered the fight against terrorism. Think holistically when you answer. Consider the following:

1) Was the public responsible for demanding budget cuts?

2) Did the CIA Ames spy scandal and the FBI Hansson scandal hurt the agency's credibility with Congress?

3) Did the FBI inflict damage to the CIA by cannibalizing the CIA's territory in the 90s when the CIA was most vulnerable? (because of the Ames scandal.)

4) Did the FBI give testimony to congress that further eroded the CIA's effectiveness in counter-terrorism?

5) Did the appointments of Republicans in intelligence agencies during the Clinton administration hamper the communication between the agencies and the executive office?
a) i.e. Was Louis Freeh too partisan to encourge the open communication necessary between the FBI and the Clinton office?
b) Was Woolsey, as CIA director from the 92-94 era, impede changes requested by Clinton and Congress to speed up the conversion of the CIA objectives from fighting Cold War enemies to terrorism?

And finally,

6) Will any Republican ever be held accountable for conspiring to politically destroy a popularly elected president and distracting that president from his duties to protect this nation?
